Large underwriters have long allocated a portion of every new issue to diverse-owned co-managers across equity, corporate debt, and municipal markets. Black-owned, Latino-owned, veteran-owned, and women-owned firms have all built long-standing businesses as co-managers in these markets. CTC is the first Native American-owned firm to participate, now occupying a co-manager position that no other firm holds.

The current administration's DEI executive order has introduced compliance questions for many diverse-owned firms across new-issue markets. Native Americans are explicitly exempt. The Coharie are a state-recognized tribe subject to U.S. federal law, and CTC's eligibility is unaffected.

As Tribal Administrator for nearly 50 years, Greg Jacobs sits on the board of United Tribes of North Carolina, serves as a Commissioner on the NC American Indian Heritage Commission, and holds relationships across state, federal, and tribal networks that no certification produces.
